This kind of logic is beyond me.
Thinking about it... it makes sense in a horrible way. "Keep your enemies near" or so.
Thinking more about it... Or it does not. Knowing your enemy, having spies amongst them is one thing. Secretly supporting them, then killing them off is another. And there is still Emily Gahn. She was the one who tricked Corelle into following her and she was the one who threw the paint on Corelle. I consider her the more dangerous one.

The one that was shot was acctually the more dangerous one. He was a known schizophrenic that consistently refused to take his meds. He also has a history of violence which seems to be genetic so it is impulse driven and not controllable by sheer will. His type of schizo tends to be target driven and do not give up on a target. For an example look at Mark David Chapman when he shot John Lennon. Emily Ghan is an extremely rational person. She seems to have manipulated her looney friends into creating a platform for her to shine.
If you look at her face when she is announced to the audience she seems annoyed by him.not to mention she seemed to be frightened by Quens a presence at the event. She had a look that said to me 'OH God, I picked the wrong target this time'.
